Spotted : To the lady driving the black SUV on Howard this afternoon. You were texting and driving and weren't looking at the road. I had my young child in the vehicle and you were all over the road as you laughed at that "important" text. I was in the passenger seat so I was able to count to 5 seconds that you didn't look up at the road. When you were honked at, you shot us 'the finger'.
